In the beginning of 1945, or earlier, Heinrich Himmler realized that Germany would lose the war. In an effort to escape retribution for his war crimes, Himmler on 12 March 1945 signed the following agreement, which was part of his overall strategy to make a separate peace with the Allies:
1. That concentration camps will not be blown up.
2. On the approach of Allied troops, a white flag will be hoisted.
3. No more Jews will be killed, and Jews will be treated like other prisoners.
4. Sweden will be allowed to send food parcels to individual Jewish prisoners.
