Hunger Plan
   One of the objectives of Nazi Germany, following the invasion of the Soviet Union in June 1941, was to reduce the Slavic population by 30 million. On 1 November 1941, Hermann Goering told Italian Foreign Minister Galeazzo Ciano, “This year, 20–30 million people in Russia will starve.” The so-called hunger plan sought to starve Soviet cities out of existence, to use the entire food production of the conquered areas to feed the German armies, and to maintain nutritional standards at home. Adolf Hitler believed that one cause for Germany’s defeat in World War I was the collapse of the home front because of malnutrition and starvation. He was determined that this would not occur in this war. The “hunger plan” was developed by Herbert Backe, in the Ministry of Agriculture; in meetings with high-ranking army generals, it was agreed that the armed forces would have to live off the resources of the conquered lands in the east, and concluded that “without doubt, umpteen million people will starve if what is necessary for us is taken out of the country.”
