Levels Decree
   As part of the Reich Security Main Office’s (RSHA) continuing war on enemies of the Reich, Reinhard Heydrich issued on 1 January 1941 the so-called Levels Decree (Schadstoffwerteverordnung), which stipulated that “prisoners in protective custody who were less incriminated and absolutely capable of improvement were to be sent to the concentration camps in Dachau and Sachsenhausen and to the main camp in Auschwitz. Prisoners in protective custody, who were seriously incriminated but still capable of education and improvement, were to be sent to Buchenwald, Flossenburg, and Neuengamme. . . . Those prisoners in protective custody who were seriously incriminated and had also been convicted of previous offenses and were ‘asocial’ were to be sent to the Mauthausen, where conditions were particularly severe.”
