   The euphemism was used by Reinhard Heydrich at the Wannsee Conference in January 1942. At the meeting, Heydrich brought together representatives of the German bureaucracy whose participation was deemed necessary for the coordination of the Final Solution. The euphemism refers to Heydrich’s decision to ship Jews from all over German-occupied Europe to the east, where they would be separated by sex. Those Jews capable of labor would be used to build roads, but he also anticipated that a great many would die because of the severity of the labor conditions or, as Heydrich put it, they would fall away through natural reduction. Those who survived “labor utilization” would have proved to be the toughest elements of Jewry, and consequently would have to be dealt with “appropriately,” Heydrich’s euphemism for the murder of Jews.
