Functionalists

Functionalists
This is the school of historians who argue that the Holocaust was not planned in advance of the German invasion of the Soviet Union in June 1941 but was a functional response to the presence of millions of Jews in German-occupied territories. This opportunity was not lost on radical Nazis, who found the circumstances favorable to the extermination of every man, woman, and child of Jewish extraction.
Primarily centered in the United States, historians who represent the functional approach to our understanding of the Holocaust include Christopher Browning (Fateful Months: Essays on the Emergence of the Holocaust, 1985), Raul Hilberg (The Destruction of the European Jews, 1985), and Karl Schleunes (The Twisted Road to Auschwitz: Nazi Policy toward German Jews, 1933–1939, 1990).
