Report Number 51
   During the course of the Einsatzgruppen’s murderous action in the Soviet Union, Adolf Hitler was frequently informed, and approved, the killing operations. In a meeting between Hitler and Heinrich Himmler on 18 December 1941, according to the latter’s notes, the extermination of Soviet Jews was to be continued under the pretext that they were partisans. This policy is described in “Report number 51,” dated 29 December 1942, sent by Himmler to Hitler, in which the Schutzstaffel (SS) leader notes that among those assisting bandits or those suspected of banditry, the number of Jews executed in southern Russia, the Ukraine, and the Bialystok district in the months from August to November 1942 was no less than 363,211. A marginal note written by Hitler’s adjutant confirms that the Fuhrer had seen and read the report.
