Regulation For The Ban On Jewish Emigration From The General-Gouvernement Of Poland
The ban on Jewish emigration from Poland was issued by the Reich Security Main Office (RSHA) on 23 November 1940, shortly after the creation of the Warsaw ghetto. The ban heralded a change in Nazi policy toward the Jews, from officially encouraging their emigration to forbidding it. The regulation anticipated the conditions necessary for genocide that began with the German invasion of the Soviet Union in June 1941. By October 1941, Jewish emigration was prohibited throughout German-occupied territory.
